New York health plans that specialize in Medicaid entered the exchange "because they felt it was the best way to help with members' churning...and to say to them they have to continue — it seems like a big anvil to hold over someone's head, to say that you have to continue serving a small number of [exchange] enrollees or risk losing the lion's share of your population."


— Leslie Moran, senior vice president of the New York Health Plan Association, reacting to New York Gov. Andrew Cuomo's (D) plan to bar any insurer who withdraws from the state's exchange from participating in the state's Medicaid program.
