Medicaid in Uncertain Times: Results from a 50-State Medicaid Budget
Survey for State Fiscal Years 2017 and 2018 at a Forum with the National
Association of Medicaid Directors

on Thursday, Oct. 19,
the Kaiser Family Foundation will release its 17th annual 50-state Medicaid
budget survey for state fiscal years 2017 and 2018. Kaiser and the National
Association of Medicaid Directors (NAMD) will hold a joint briefing to
discuss trends in enrollment and spending and highlight key policy
developments in state programs at a time when policymakers in Washington and
some states have sought big changes to Medicaid and its financing. The survey
provides new information on a host of topics, including trends in Medicaid
enrollment and spending growth; initiatives to address the opioid crisis;
provider payment rates and taxes; pending and approved waiver changes pursued
by states; and Medicaid managed care trends.
In conjunction with the briefing, the Foundation will
release three reports based on the survey, including an analysis of national
trends in state Medicaid enrollment and spending and three case studies of
Medicaid in Nevada, North Carolina and West Virginia. The third report, also
based on the survey findings and completed in partnership with NAMD, provides
overall trends and state-specific information about the various policy and
program changes in Medicaid programs in all 50 states.
Diane
Rowland, the Executive Vice President of the Foundation, will
moderate the briefing. Survey findings will be presented by co-authors Robin Rudowitz, an
Associate Director of the Foundation’s Program on Medicaid and the Uninsured,
and Kathy Gifford,
a Principal at Health Management Associates, which helped conduct the survey.
