Verification: CMS Offers Guidance on "Good Faith Effort"
Extensions for States
Section 12006(a) of the 21st Century Cures Act mandates that
states implement Electronic Visit Verification (EVV) for all Medicaid
personal care services and home health services that require an in-home
visit by a provider.
EVV is required for all Medicaid-funded personal care
services by January 1, 2020 and for home health services by January 1,
2023, unless the state receives a CMS authorized “good faith effort (GFE)”
exemption. The Centers for Medicare & Medicaid Services (CMS)
recently released guidance for states to apply for this exemption, which
provides up to one year of extra time to come into compliance with EVV if
needed.
CMS has responded to approximately 500 EVV related inquiries
from states and stakeholders through their evv@cms.hhs.gov
mailbox. That mailbox remains available for questions and comments.
