Is the Supplemental Title X Funding
Awarded by HHS Filling the Gaps in the Program?
A
new KFF analysis finds that the supplemental Title X
funding that HHS awarded to grantees to “prioritize filling service gaps” in
the federal family planning program still leaves significant gaps in many
parts of the country. Eighteen out of 90 grantees across the country have
withdrawn from the program in response to new Trump Administration regulations which prohibit
Title X clinics from providing abortion referrals, require physical
separation of abortion services, and mandate prenatal care referrals for all
pregnant women. The Office of Population Affairs, the agency that
oversees the Title X program, offered the remaining grantees in 35 states the
opportunity to obtain supplemental funding.
Our
analysis finds the majority (78%) of the grantees that received additional
funding – which totaled $33.6 million -- were located in states that have
either not had any changes to their Title X programs, or still had relatively
intact networks. While these states may be using the additional funding to
expand their networks and provide more services at the existing sites, the
funds allocated to these states are not addressing gaps that were left by the
grantees such as Planned Parenthood that left the Title X program.
Furthermore, small grantees who received supplemental awards in Connecticut,
Illinois, Maryland, Massachusetts Minnesota, and New York – states that have
seen most of their networks withdraw -- may struggle to make up for the more
expansive service gaps left by larger grantees that withdrew from the
program.
