The story does note “while reportedly about 10 percent may be due to reporting lags from the states, they’re still trying to track the rest of the the doses which may be in warehouses or in process of being delivered. They’ve already been blasted being unable to say how much of the vaccine they have on hand which would seem to be a simple concept to figure out” (Red State).
