Senate confirms former NCAA exec as VA deputy secretary The vote on former U.S. Army Capt. Donald Remy’s confirmation was delayed for two months by Sen. Changes to VA education benefits go into effect Aug. 1   Congress in January approved the Johnny Isakson and David P. Roe M.D. Veterans Health Care and Benefits Improvement Act of 2020.
