In the past two months, several states released their proposed
individual market premium rates for 2019. As of mid-August, five more states
published the filing details of their current exchange insurers. With two
insurers participating in the exchange, Connecticut expects a 12.3% average
proposed rate hike. In Pennsylvania, the proposed rate is increasing 0.7%
statewide, with Capital Advantage Assurance Company proposing a 20.4% decrease.
