How COVID Changed HIV Care and Prevention: A Survey of Ryan White Providers

Ryan White providers, who receive federal funds to provide HIV treatment services, experienced significant disruptions and changes amid the COVID-19 pandemic, a new national KFF survey of grantees reveals.

The pandemic led more than a quarter of surveyed Ryan White grantees to shut down all or most of their prevention services for some period of time. Many took action to continue to provide services in new ways such as offering telehealth services and filling prescriptions for multiple months at a time to reduce the need for in-person visits. Other survey findings include:

  • Three in 10 reported an increase in new clients. About half (49%) reported an increase in uninsured patients, one-third (34%) reported decreases in clients with private coverage, and 20% reported increases in clients with Medicaid coverage.
  • More than a quarter reported staff layoffs or furloughs, and the same share reduced staff hours.
  • Significant shares reported challenges in following COVID-era public health guidelines, including a third who lack adequate clinic space for social distancing and a fifth who report not having adequate access to COVID testing.

The survey was conducted between Aug. 18 and Sept. 4. Full results are available online.
