A statewide moratorium on cutting off electric, gas, and water services because of unpaid bills will expire on Thursday. It was signed into effect when the pandemic first caused widespread shutdowns and unemployment in March 2020. As a result, bills will come due for thousands of Massachusetts residents who have fallen behind on payments.
