About 750,000 Americans receive billions of dollars in payments each year from legal settlements. The money is supposed to provide support to people who have sufferedcatastrophic, life-long injuries. But the payments also make them targets for companies that operate in an obscure, largely unregulated niche of the financial services industry. A Star Tribune investigation found that many victims give up years, even decades, of financial security— sometimes for pennies on the dollar.
