Congress is again debating a
bill to repeal and replace the Affordable Care Act that could have a
far-reaching impact on women's health care access and coverage. As the Senate
considers the new Graham-Cassidy proposal, the Kaiser Family Foundation
outlines the ways women could be affected.
The bill would:
- Allow states to waive the ACA
requirements to cover essential health benefits such as maternity
care and preventive services such as contraception in the individual market.
- Remove state authority on
abortion coverage by banning all marketplace plans from covering abortion.
- Cut off federal Medicaid
payments to Planned Parenthood for one year for services such as family planning and STI
treatment.
- Allow states to let insurers
charge higher premiums for people with pre-existing conditions such as
pregnancy, breast cancer, and depression.
- Eliminate the ACA's Medicaid
expansion and fundamentally restructure the program to cap federal spending, which would have a significant impact on the
millions of low-income women who rely on Medicaid.
