Brief Examines How House Premium Relief Act Would Affect Abortion Coverage
A new issue brief from the Kaiser Family Foundation reviews current federal and state policies on private insurance coverage of abortion services and how the House Premium Relief Act of 2017 would affect abortion coverage for women enrolled in the individual market and some small group plans.
Congress is currently debating legislation to reduce premiums in the individual and small group market by restoring cost-sharing reduction payments to assist low-income individuals enrolled in qualified health plans and providing insurance plans with reinsurance funding. The House bill and just-introduced Senate bill both include a provision that would block the funds from going to insurance plans that provide coverage for abortions, the only allowable exceptions would be for pregnancies resulting from rape, incest, or that endanger the life of the woman. This would be more far reaching that current law in limiting abortion coverage through private insurance policies.
