COVID-19 Message to Stakeholders Regarding the 2020 Pre-Rulemaking Cycle

As the Centers for Medicare & Medicaid Services (CMS) continues to respond to the 2019 Novel Coronavirus (COVID-19) pandemic, we want to reduce burden where possible so that clinicians and their staff, vendors, and other partners can focus on what’s important, caring for patients. In light of this and to permit measure developers sufficient time to prepare candidate measure information for submission, the deadline for new measure submission is extended to Tuesday, June 30, 2020.

CMS is implementing a new submission process to accommodate the unique circumstances of this Pre-Rulemaking cycle. CMS requests that measure specifications and all supporting data files for 2020 be submitted by e-mail to prerulemaking@battelle.org. The customary ONC Jira platform will not be used for 2020 measure submissions. Instead, for each new measure, submitters are asked to download and complete the MUC template blank available on the CMS Pre-Rulemaking website. All questions, comments, or change requests should also be directed to prerulemaking@battelle.org, clearly identifying the measure being referenced.
If complete test data are not available by June 30th, or if new test data are collected thereafter, measure submitters are asked to send those data to prerulemaking@battelle.org no later than Friday, September 4, 2020. The purpose of the extended September 4 allowance is to enable measure developers to provide any new testing-related supporting data and to update any testing-dependent measure specifications for 2020 candidate measures that were submitted prior to June 30th. If you anticipate requiring the additional time to submit new or revised test data after June 30th, please send a request to prerulemaking@battelle.org, identifying the measure being referenced.

CMS will post and send out more information regarding available resources and specific steps that measure developers, stewards, and other stakeholders can take in preparation for the review and publication of the 2020 Measures under Consideration List.
