Several States Move to Limit Abortion Access During the
COVID-19 Pandemic
In response to the COVID-19 pandemic, several states have enacted restrictions that effectively ban or block the availability of abortion services by declaring abortion is a non-essential or elective health procedure. A new KFF interactive map tracks which states have made these declarations – and will be updated with new developments.

The data note also explains the status of the legal challenges to these state actions and discusses the scope of the restrictions in these states. Abortion providers and reproductive rights advocates have successfully blocked a few state restrictions from going into effect, but access to the full range of abortion services has become increasingly difficult in some states.

Women seeking abortion in these states may face additional challenges including difficulties travelling during shelter-in-place orders if they have to go out of state to get their abortions, higher costs related to waiting periods and other delays, and risk exposure to the coronavirus when seeking abortion care.
