Having heard from a consultant that Dallas' existing housing
policy does not adequately account for equity, the Dallas City Council will
vote on a resolution to modify the plan.
The CHP was adopted in 2018, designed to be a strategy for
investing in more mixed-income and affordable housing in
"high-opportunity" neighborhoods, instead of placing them in areas
where there are significant deficits in infrastructure, job opportunities, and
public transportation, as the city has been wont to do in the past.
Later this week, we'll be taking a look at these infrastructure
gaps, but the takeaway is this: There's a big difference in equal and equitable,
and the city is still learning that.
