Annual 50-State Survey Provides Examples of Actions States Can Take to Expand Eligibility and Simplify Enrollment to Respond to the COVID-19 Pandemic
A new 50-state survey from KFF provides a comprehensive look at Medicaid and Children’s Health Insurance Program eligibility, enrollment, renewal, premium and cost sharing policies for each state as of January 2020.
The findings of the 18th annual survey, conducted with the Georgetown University Center for Children and Families, highlight state variation in policies that affect individuals’ ability to access coverage and care amid the COVID-19 public health crisis. They also provide examples of actions states can take to expand eligibility and simplify enrollment to respond to COVID-19. Further, the survey findings highlight how changes under the Affordable Care Act to expand Medicaid eligibility and streamline enrollment and renewal processes have better positioned the Medicaid program to respond to a public health crisis such as COVID-19.
Already states and the federal government are considering expanding Medicaid coverage and streamlining enrollment to facilitate access to testing and treatment services for COVID-19. States can adopt a range of policy and process options under current Medicaid rules to enhance their response to COVID-19, and seek waivers for additional flexibility.
