The Tool now appears at https://qcor.cms.gov/cmp_tool/cmpCalculatorInstructions.html.   Nevertheless, the change in federal guidance, which now permits the imposition of per day civil money penalties for past noncompliance, may signal a willingness at the Centers for Medicare & Medicaid Services to revise the 2017 Analytic Tool more comprehensively and to allow per day civil money penalties more frequently or as the default penalty.
