Tennessee last week released a plan that, if approved by...
...the Trump administration, would make it the first state to
transform its Medicaid program via block grants. Block grants cap federal
spending at a fixed dollar amount, but also allows states much more freedom in
what services are covered under Medicaid, and who can apply for benefits.
Tennessee would use its block grant to focus its Medicaid coverage on pregnant
women, children, parents and people with disabilities, and would not cover
prescription drugs, according to the state's proposal. Tennessee's Medicaid
program currently serves 1,395,679 people, entirely through managed care plans.
