On the Record


HHS's final rule on Association Health Plans "provides an opportunity for health plans participating in the small group market, particularly if AHPs can be defined as single employer, bona fide group plans under ERISA. Once they get that classification, that gives them potential benefit flexibility.…That's the upside. The downside is the possibility for fraud."
