The Centers for Medicare
& Medicaid Services (CMS) is committed to working with states on targeted
approaches to ensure Medicaid fee for service (FFS) rates meet federal
requirements while minimizing state administrative burden. Today, CMS issued
guidance to states to provide clarification and additional policy direction
to states on compliance with the Social Security Act (the Act) and federal
regulations issued by the Centers for Medicare & Medicaid Services
(CMS). Specifically, this letter describes guidance on implementation
approaches for the Medicaid access to care FFS requirements found at 42 CFR
