Brief Examines Medicaid Issues and Trends in Puerto Rico, the U.S.
Virgin Islands, and Other U.S. Territories
A new KFF brief provides an overview of Medicaid issues
and trends in Puerto Rico, the U.S. Virgin Islands, and other U.S.
territories, highlighting the considerable ways in which the program operates
differently in the territories compared to the states. The brief, drawing
upon information from a survey of and interviews with territory Medicaid
officials, as well as other research, looks at Medicaid financing,
eligibility and enrollment, benefits covered, and provider access and
delivery systems. It also explains the fiscal challenges associated with the
impending expiration in September 2019 of the Affordable Care Act’s temporary
Medicaid funding for all of the territories, as well as the end of hurricane relief
funding for Puerto Rico and the USVI that same month.
