The federal government has spent billions of dollars on Operation
Warp Speed, an initiative to develop, manufacture and distribute SARS-CoV-2
diagnostics and vaccines and COVID-19 treatments in record time. Vaccine makers
are ramping up production capacity for promising candidates, but far less has
been spent on manufacturing capacity for therapeutics, the program has had
limited effect on diagnostics, and some contracts for production of vials and
syringes have raised questions.
