What is in the Administration’s 5-Part Plan for Medicare Part D? 
A new brief from the Kaiser Family Foundation summarizes the elements of the Trump Administration’s “5-part plan” that would change several features of the Medicare Part D drug benefit. It also examines the potential implications for the millions of people with Part D coverage and for federal Medicare program spending. The 5-part plan includes proposals to:
  • Share rebates with Part D enrollees
  • Change the calculation of an enrollee’s “true out-of-pocket spending” (TrOOP)
  • Add an out-of-pocket limit to Part D and change reinsurance
  • Relax Part D formulary standards
  • Eliminate cost sharing for generic drugs for low-income enrollees
The Part D proposals are among a wider set of proposals by the Trump administration to address rising concern over increases in prescription drug costs.
