Today, the Centers for Medicare & Medicaid Services (CMS) released a series of Rapid Cycle Reports that are part of federal cross-state evaluations of Medicaid Section 1115 demonstrations with policies related to premiums, beneficiary engagement, and premium assistance. These reports provide important insights into the early stages in a demonstration lifecycle. They are helpful to CMS and other stakeholders in providing information about implementation challenges and successes. CMS uses the information in a variety of ways. Much of the information learned about implementation challenges or beneficiary experience is used to help inform other states seeking to conduct similar section 1115 demonstrations, either to support the states’ efforts or to help states learn from other state experiences. Additionally, the reports inform analysts and leadership about early results from these demonstrations to help shape future Medicaid policy.
