CIB: Guidance for States on the Availability of an Extension of the Enhanced Federal Medical Assistance Percentage (FMAP) Period

Today, the Centers for Medicare & Medicaid Services (CMS) is releasing an informational bulletin to provide guidance to states about the availability of two additional quarters of enhanced Federal medical assistance percentage (FMAP) for certain Substance Use Disorder (SUD) focused health homes. Section 1006(a) of the SUPPORT for Patients and Communities Act amended section 1945(c) of the Social Security Act (Act) to extend the enhanced match period from 8 fiscal year quarters to 10 fiscal year quarters. The additional two quarters of enhanced FMAP are available only with respect to SUD-focused health home state plan amendments approved on or after October 1, 2018. This new opportunity supports the Administration’s efforts to address the opioid crisis and supports states considering new models of care to treat Medicaid-eligible individuals with SUD through a health home.
