Today the Centers for
Medicare & Medicaid Services (CMS) issued an Informational Bulletin
describing new reporting measures available to states that have an approved
SUD-focused health home state plan amendment (SPA) under section 1945(c)(4)
of the Social Security Act (the Act). Section 1945(c)(4)(B) of the
Act requires states with a SUD-focused state plan amendment (SPA) to submit
a report to CMS, with respect to SUD-eligible individuals on the following:
- the quality of health care provided to these
individuals, with a focus on outcomes relevant to the recovery of each
such individual;
- the access of these individuals to health
care; and
- the total expenditures of these individuals
for health care.
To help states meet
these new reporting requirements, CMS is adding two new SUD measures to the
existing Medicaid Health Home Core Set. These new reporting requirements
are for states that receive approval for an extended enhanced Federal
Medical Assistance Percentages (FMAP) period for a SUD-focused health home
SPA.
