Recent Marketplace Quality Initiative Publications   The Centers for Medicare and Medicaid Services (CMS) would like to inform you of recent publications to the CMS Marketplace Quality Initiative (MQI) website.   CMS released the following documents regarding the 2021 QRS and QHP Enrollee Survey:   The Quality Rating System and Qualified Health Plan Enrollee Experience Survey: Technical Guidance for 2021. QHP issuers certified to offer coverage through the Exchanges in 2021 are required to comply with QRS and QHP Enrollee Survey requirements as a condition of certification. The 2021 Quality Rating System Measure Technical Specifications includes the measure specifications and guidelines for data collection for the 2021 QRS measure set. QHP issuers will need to reference this document in order to collect and submit QRS measure data to CMS in accordance with the QRS 2021 requirements. The Final 2020 Call Letter for the Quality Rating System and the Qualified Health Plan Enrollee Experience Survey which communicates finalized refinements to the QRS and QHP Enrollee Survey programs for 2021 and beyond. This document also summarizes comments received on the Draft 2020 QRS Call Letter. CMS has also released the following documents regarding display of QHP quality rating information for Plan Year 2021: CMS released the Quality Rating Information Bulletin to announce guidance for public display of quality rating information by all Exchanges, including Federally-facilitated Exchanges (FFE), inclusive of FFE states where the state performs plan management functions, State-based Exchanges on the Federal Platform (SBE-FPs), and State-based Exchanges (SBEs) that do not use HealthCare.gov during the Open Enrollment Period (OEP) for the 2021 Plan Year. CMS has released the following document regarding the Quality Improvement Strategy (QIS): CMS is seeking public comment for the renewal of information collection associated with the revised Quality Improvement Strategy (QIS) Implementation Plan and Progress Report Form for the 2022 Plan Year. CMS published the following Federal Register notice (https://www.federalregister.gov/documents/2020/09/24/2020-21092/agency-information-collection-activities-submission-for-omb-review-comment-request) on September 24, 2020 and the 30 day public comment period ends on October 26, 2020.
