The CMS issued an emergency regulation amending a policy
designed to ensure that natural disasters don't affect the star ratings
calculations for Medicare Advantage and Part D plans. The policy, originally
designed to help a few plans with 60% or more of their beneficiaries in a
natural disaster area, now applies to nearly all plans due to the pandemic --
a scenario that would throw calculations into disarray.
